Unfinished Vault is a small cave system that is the location of a construction site for one of Vault-Tec's vaults. The project was not completed before The Great War (Concept) in 2077, and the site remains abandoned. The location is also called "Fake Vault 13", due to the cave system having the exact layout as the cave for the real Vault 13.
