Inspector Chelmey, a member of the London police force, is an uncompromising and stubborn man. While short tempered his skill as a lawman is unmatched, and he is feared by criminals all over England.

Luke questions the identity of Inspector Chelmey in Professor Layton and the Diabolical Box.

The Inspector Chelmey that appears in Professor Layton and the Curious Village (Game) is actually the villainous Don Paolo (Character) in disguise, but the real Inspector Chelmey will have a role in the upcoming game Professor Layton and the Diabolical Box (Game). Inspector Chelmey enjoys sweets a great deal especially those baked by his wife. In Professor Layton and the Curious Village (Game) you find a newspaper article that states "Murder of the decade cracked! Chelmey receives official commendation." also the article shows Inspector Chelmy with his wife enjoying some pastries. This article is used to prove that the Inspector Chelmey investigating the murder of Simon.   The real Inspector Chelmey appears along with his partner Barton in Professor Layton and the Diabolical Box (Game) after Professor Layton and Luke contact the police about the death of Dr. Andrew Schrader. He immediately jumps to the conclusion that Schrader was shocked by a model by a model he had previously put up and had a heart attack. Professor Layton quickly points out the faults in this theory and Chelmey is stumped. He then confiscates a torn up photograph that Professor Layton and Luke have found as evidence. Later it is revealed that Chelmey has picked up the trail of the Elysian Box in order to find the true culprit in Dr. Schrader's murder. He follows the same trail that Professor Layton is on, albeit at least a few steps behind. Later on he finally decides to give Professor Layton the torn up photograph when Layton proves to him that they are actually working together towards the same goal. His final appearance in the game is when Professor Layton reveals Don Paolo and his part in the supposed murder of Dr. Schrader. Chelmey attempts to arrest Don Paolo but he manages to escape.
